Guest column: Give carpool time to grow

The front-page article in the Enquirer about the car pooling program at the Banks (May 10) failed to offer a fair or accurate view of this unique parking effort that offers cheap, convenient and safe parking to downtown commuters.

Beginning May 1, a public-private partnership among Hamilton County, OKI, the county's parking garage operator Central Parking, Inc. and the Federal Highway Administration commenced a pilot carpooling program at the Central Riverfront Garage for 177 parking spaces.

Under the program, a vehicle containing three or more occupants can park for only $25 a month. When you consider that the program's monthly cost will be shared by a minimum of three people, a downtown commuter can park for a month for what others pay for one day. Do you think that was worth mention?

The Enquirer chose to dwell upon the fact that only one person had signed up after only five days (Editor's note: As of May 17, two cars have signed up for the program) . To compound the negative view, the article suggested the program had spent new funds to advertise a failed program with a price tag of $500,000. Not true. This pilot program will last for three years or the expiration of $500,000 in project funding, whichever first occurs. Not one dollar will be spent until carpools are formed. The advertising money being spent is not new money, but is part of OKI's normal Rideshare advertising budget.

But beyond those technical points, the bigger issue is whether the program is being used. Here, the Enquirer article did a huge disservice to this barely-hatched pilot program.

The program is trying to change a long-held American behavior - driving to work alone. This is going to be very difficult. Five days will not cut it. Rather than give up, as the Enquirer seems to encourage, this program will continue to attempt to change commuting habits to reduce congestion, pollution and improve our national security.

For those who reject any chance of changing American driving habits, we need to look at how smoking is viewed today compared to 30 years ago. Who would have ever thought smoking could become so déclassé?

Moving Americans to carpools is going to be as or more difficult. But, make no mistake about it, getting cars off the road is essential particularly as the global economy put more trucks on our roads, environmental regulation becomes more stringent and hostile foreign oil producers are bolder in holding Americans hostage at the gas pump.
